Open downpipe for a street car?
No.
My exhaust decided to take a vacation last Thursday leaving me with an open downpipe until my v-bands come in and I can find a shop to get it welded up. **** it's annoying. I can't imagine driving this thing on the highway for more than about 5 minutes. It's embarrassing too, people look at me on the street like I'm driving some shitty POS with a rusted-out exhaust.
I really do like the diesel-esque whirring at low-rpm though.
Conclusion: If you're considering running just an open downpipe on anything but a track-car, don't do it.

I drove mine home 20 miles open down pipe on the freeway, and it wasn't bad. Although this morning I was headed to the muffler shop and a cop was in opposing traffic. I put in the clutch, and crossed my fingers. He was half a block away, and I engaged the clutch, he flipped a u-turn and headed straight for me. Luckly I was in front of the muffler shop and ditched in his drive way just in time for the cop to give me dirty look.

I like that story. I try to make it as quiet as possible when I pass cops, and knock on wood, they haven't come after me yet. I've ordered parts though so when they do I've got an honest story.

The thing about your story that pisses me off is that you drive through my small town [A bedroom community of Birmingham] on a pretty day and you can't swing a cat around without knocking some dude off a Harley and some of those things are so loud you can hear them for miles away. I have never seen a cop giving any of those guys tickets.
