38mm wastegate with the spring removed should build almost no boost. This doesnt make sense.
Could you rig up a vent-to-atmosphere dump tube and give that a shot?

take the hood off and rotate the EWG to fire straight up.

Im willing to bet 100% that regardless of what you do downstream, you will still spike because of whats happening in the manifold.
