You can't fix mechanical overboosting with an electronic system, that only RISES boost, not lower boost.

In this case, OP target boost is significantly above the maximum that his mechanical system gives. Thus, the problem is in the EBC, not in the mechanical. That is my understanding of the situation. He does want a RISED boost, just not too much.
