Check engine light weirdness

My car is a European version, and it's a 1998 model NB.
Has the same ECU as the US models, ECU wiring is identical, but it's not OBDII.
Here is the weird part. I do not have a check engine light on the instrument cluster.
I took the cluster out, removed all the bulbs and checked every indicator with a flashlight. Nope. No CEL.
From what I remember, all NBs have CELs, right?
What about NAs?
Any ideas?
