Most cost effictive engine kit?
When stuff stops breaking I might actuality get my car boosted.
My build parts list:
M-Tuned Rods
Supertech 8.8:1 Pistons
Engine gasket set from rosenthal http://www.finishlineperformance.com...cat=317&page=1
TB Kit: http://www.finishlineperformance.com...cat=321&page=2
WP: http://www.finishlineperformance.com...cat=319&page=3
Bullet OP gears: http://www.boundaryengineering.com/oilpumps.php
Bearings: ??
Or would it be worth wild to get the kit from FM, add a water pump and op gears. Along with the pistons and rods?

You don't need head studs if it's a budget build, but they are nice to have if you expect to have the head off and on. You should be able to do the machine work and assemble it for ~$1800.
