Default Most fuel efficient 200hp

I bought a 90 miata that I had to do the loctite fix to in order for it to run (fingers still crossed). Right now my main objective with the car is to get another engine in it, so I don't have to worry about a slowly ticking time bomb. My goal is to eventually turbo the car to make around 200whp, but I was wondering what would be the most fuel efficient engine to do it with. I understand the 1.6 has an inherent advantage because of the displacement, but will the head flow enough to make 200hp with stupid amounts of psi? Do you guys think that the vvt engine will make up for the displacement because of the 10:1 compression ratio? Or should I scrap the turbo plan, go 2.0l mccully motorsports longblock with a FFS coldside, because that's the real baller setup? /sarc

Also, do you guys think 15x8s with 205s is enough for 200whp for the streets on backroads and canyon carving?
