Running in new cams

So is this putting in new lifters with a new cam only applicable to using brand new cams? I know several people who have the exhaust-intake cam mod without putting in new lifters with no problem. The exhaust cams were already used at that point.

I won't name my engine builder as I'm not sure theyd want to be part of a forum debate but they are very very well known in the rally world and I have 100% faith in them. They have built engines for ari vatanen and have been around rally since the group b days I have no reason to doubt them and they're advice has worked fine.
