Formal Request: Fail Factor returned

Damnit, I was only half way done reading the threads that were there last weekend, went to VA for a week, came back and *poof* it's gone. That's sad, I thought that the forum was a great idea.
how about a mini forum and call it (Rape Camp) <<<<<< this would be were all noob will go, let them loose on their mini boot camp.. just have it set up like a real forum and have a couple of us be mods to that section? i put myself up for election. and when we feel necessary we can alow the crap to be amongst alot of the gods that control this wonderful place.
im on a local forum here. Upon registering, new members are only allowed access to their version of the 'meet and greet' subforum. to get into the rest of the active forum community, you have to post an intro thread there., have a bit of discussion on your ride, and get 5 'rep' points from other members. once that happens, newBs are allowed full access to the boards. I'm not sure how common this practice is - ive only ever seen it on this particular forum.
unfortunately, it also stymies new membership from potentially valuable members, keeps 'outsiders' from being able to learn, and stops intelligent outsiders from being able to propose solutions to problems if they're not willing to go through the nutroll...

I think that a pretty decent idea but I never view the meet and greet section so I wouldn't be any help there. Also a good point of people not wanting to go through the noob BS
Obviously the Fail Factor forum was best... :/
