Click on the number next to Feedback: under the guy who you want to leave feedback for. From there it's pretty much self explanatory.

Johndoe, many, many thanks for this question. I asked that same question to the admins. on a pm about 3 months ago. I figured they had a good laugh on my account. I thought I was the only one who couldn't figure out the new system

You can also click the iTrader button in the top right and find the user from there.
