99 Miata only 1 ignition coil works after replacing the engine
Okay, you have spark, compression and timing is right.
Sounds like fuel to me. Your fuel pump is priming?
Go to injector test mode and try to hear, if the injectors make a clicking noise. You are seq. injection, so you should be able to get a noise from every injector individually.

Well when I put in clean dry plugs and try to crank it for a while they get wet with fuel.
I've also tried starter fluid. Tried it though the throttle body and into the cylinders through the spark plug holes. Virtually no effect on the problem. Continues to crank and crank and never fire up.
I swear to god this has got to be a simple obvious problem that I've somehow overlooked.

Just to be clear, when cyl1 is at TDC the valves are closed (the lobes are pointed away from eachother), the sprockets are where they should be. I haven't touched the timing belt I just verified that it's all correct.
And I'm not running well on the stock ecu. It doesn't run on a stock california spec ecu and it doesn't run on a stock bp5a ecu. I don't even have access to any other aftermarket ecu to try.

This is from the "random" pile of suggestions - disconnect the TPS, see if you can get the engine running by playing with the throttle. And the MAF is connected and pointed the right direction?
I tried without the TPS and there's no change. I bought a compression tester and it has 100 to 130psi on all 4 and this is of course a cold test. It was also a dry test. I'm thinking this is the reason it won't run.
