Related question, not trying to jack the thread...
If I want to depower the PS but keep the a/c, is there a stock adjuster I can get from a bone yard that will replicate the adjustment from the PS?

Yes you can get it from the dealer.

when depowering a rack be careful not to tighten this bolt too tight,

that can make your rack much harder to turn.
