Is getting the lip closer to the ground better?

May be a stupid idea.
Getting the lip closer to the ground helps reduce pressure under the car, right?
Say your lip is already pretty close to the road. Could you put something like a brush to get the gap closer but it wouldn't rip off if it hits the ground.
Make sense?

Just have a bunch of bearings installed on the bottom of a lip. Have the lip attached by springs which move up and down depending on the level of the road, but they should always be pushing down. Have a rubber membrane that stretches/shrinks with the car as the lip stays on the ground.
in many cars, when they are too low the geometry of the suspention is change, then you must change all bunch of arm's to regain the original geometry. Do you guy's know what's that level on the miata? not talking of the damping lost with coils and shock's.
