alot of the stuff will not be a straight bolt on such a dthe down pipe and if you want to make your own, ic piping.
Also your fueling, im not sure about a 99 but you may be able to run the adjustable rising rate fuel pressure regulator or you might have to do a piggy back (greddy emanage for example) or standalone (link, aem ems, etc)
depends on the turbo you want to run but heres a very rough guide i suppose

T3 turbo
jgytools manifold
t3/t4 of your choice
custom fabbed down pipe
ebay intercooler, custom fabbed piping
oil & water lines

T25/28
hks manifold (or the jgytools one for that matter)
silvia or pulsar t28
custom fabbed down pipe
ebay intercooler, custom fabbed piping
oil & water lines

I don't think he can run a rrfpr b/c its a returnless fuel system IIRC.

Well like Sirnix already said, once you've decided on the turbo and the goals you have its just amatter of filling in the blanks. You need something to control fuel/timing(standaloe ecu like the link or piggyback like emanage), something to deliver more fuel(pump/regulator/injectors-pick one basiclly) a manifold and down pipe that fits the turbo and then an intercooler and piping, bov, boost controller, guages, wideband 02 sensor ect.

I got some more questions, will a hks turbo manifold fit any 2.5 inch downpipe along with the 2.5 inch intercooler piping. I have found all the piping i would need. Thats if I were using the t3/t4. I actually found everything sirnix listed but there different brands and I dont know whether theyd fit or not. So as long as all the piping is the same size as what im using wouldnt it work? I figure it will cost anywhere from 700 dolars if I really shop around to 1300 for brand new stuff.

well the thing is no one really makes any ready made down pipes for custom setups cause well....everyones stup is a little different.

if you want an off the shelf manifold and down pipe that will work together then youre pretty much stuck with the begi or flyin miata

if your doing a jgy tools manifold and a t3/t4 then you will most likely have to get the flanges and take it to a GOOD exhaust shop or fabricator to have them make the down pipe for you.

Maybe begi's new base system (series z) is right for you?

DIY is just what it says, most of this stuff you have to do yourself or get made to suit your choices.
