"Dear Bill, This guy said a friend of his bought some parts from you at one point, and he never got the parts and wanted his money back and you denied him the money and said you could pay it back in installments. He still hasn't gotten the money, where is it?"

So exactly what was this part? Was it a part that was likely ordered from Japan like mine, in which you have to expect some waiting time and possible back orders?
