So you have a conversation with the employees - and you say to them "I can't legally force you to park anywhere" - "I also can't discriminate against you based on your handicappedness" - "but we are a hospital and you all are hospital employees, and our primary mission here is to care for our patients, a significant number of whom are themselves handicapped as being the very basis for why they would visit this hospital" - "your parking in the non-employee parking lot is a statement to us that you don't care about the well being of our patients, which goes against the mission of your employer" - "as your employer, we can discriminate against you based on you acting in a way which is detrimental to the success of our mission - from now on, handicapped employees who don't use the employee parking lot - including the designated handicapped spaces in said parking lot - will immediately be considered as acting out against the interests of the company"

Or if you're not the boss, and you're just annoyed by the fact that the employees park in the best spots of the non-employee lot, then just let it go.

Pretty much where I am at. But there is no reason I can't rant on here. Honestly I am not bothered so much that they park in places other than the employee lot. There are a dozen or so parking lots distributed throughout the campus, and most of the employees could just as easily park in the spot NEXT to the handicap spot that is open the hours that they arrive to work and it wouldn't eat up handicap spots. I am just a low level guy in the facilities department and there are about a dozen people above my pay grade that are paid to make decisions like that.

My take on this is, how handicapped does one have to be to be considered "acceptable" to park in a handicapped spot?
My father was diagnosed with MS when I was 13. I'm 35 now, and he drove a handicapped van a few years ago with a wheel chair ramp. The last 22 years were a slow downward spiral of loss of muscle function. In other words, he's pretty much paralyzed from the waist down.
In my eyes, this is acceptable for handicap useage. Last Monday I flipped my dirtbike over and went to stand up, and my right knee went towards my left knee. I'm on crutches now for a bit with a fractured tibia. This still does not (in my eyes) render me the right to use a handicapped parking spot. Hell, I'd rather use the stairs with crutches just because I live life with the theory, "if I am fortunate enough to have these extremities, and am functional...why should I not cease the opportunity?"
If you are physically capable of doing something, do it. There are more people out there than you could imagine that wish they had the opportunity that you have.

i think situations can affect it too. My sister recently tore her ACL. At her school (college) the only non handicapped parking is over a mile from most of her classes. I don't know how much time you've spent on crutches, but a mile is a long *** way to go in crutches. She fot a temporary disabled permit so she could go to class. As soon as she is off the crutches she will probably be back to walking.

Oh man...yeah a mile is freakin too long. She deserves a spot. I'm just saying these people that had a knee injury like 5 years ago, but still have a handicapped tag...and still use it cause they get away with it.
I thought I tore my ACL, but I actually fractured my tibia right where my ACL mounts to it. I'll be back in the game hopefully in like 3 weeks.

At a previous job we has a "senior developer" that was a contractor. The senior part was his age, as we was well into his 70's and ******* worthless. He has a BMW convertible that he drove around. He was previously from Cali and had handicapped plates there. In SC only a rear plate was required. So he kept his front Cali handicap plate on the car, and had his normal SC plate on the rear. Every once and a while he would park in the handicapped spots at work. I enjoyed calling the cops on him and getting him tickets. I think he racked up 3 or 4 while we were on the project.
