I put full blame on the BMW Driver. He never cleared the front of the Camaro. He is not clear of the front of the Camaro in the still photo. He did not have the inside line. This video reinforces my personally-held stereotype that the average BMW driver is a self-entitled douchebag.

The BMW out-braked the camaro. Plain and simple. He should have tucked back, and not driven into a disappearing gap. The camaro chose to have the hit; as he could have easily gone off the racing line (didn't see a lot of "line-correct" driving in general), and avoided the crash.
Look at the track they raced on; it's a series of drag strips. It's designed for lots of power, to give the older muscle cars a fair-er run. The camaro could have simply abandoned his line, and reeled in the BMW on the straights. That was the set-up of the show. Imports gain some ground in the tighter areas, and the good-ol-boys pass them on the straights.
The camaro chose to make contact.
