I agree with you on the stupidity aspect. Play stupid games. And I'd get it if there were not already plenty of cops there to deal with this guy.
If he was the only one around, I think he would have been totally justified in his actions.

1. The cops likely have more experience with this kind of shit
2. The cops work together and are more familiar with how they execute their procedures.
