One of the many nice things about NC, pre 1996 only require a safety inspection. In some counties all cars only require a safety inspection.

That would be nice. Here its ob2 gets computer test, pre-obd2 gets the sniffer and >25yo stuff gets nothing (maybe a safety inspection but i forget).

That's why I bought a 94. Knew I wanted to go turbo when I bought it. Didn't want to deal with crap like that. Passed sniffer easily with mspnp, 550's, begi s4 system, high flow cat, enthuza exhaust.

I'm starting to lean towards OBD-II myself. So long as you make your wiring harness plug-n-play, it doesn't seem that hard to swap the computer and injectors back to stock every other year. In CA, by contrast, they're starting to tighten up the numbers for the pre OBD-II cars. My last test there I passed, but not by a huge margin on NO, and that was with a 2 year old CARB-approved cat.

My understanding is that with more powerful, and better cracked, ECUs, such as those in GM and Ford vehicles (think Mustang/Corvette) can be tampered with such that you can set values to be whatever you want (within reason), allowing for significant tunability, while maintaining OBD II compliance without having to undo anything, and without throwing CELs all the time. That said, I don't have one of these vehicles and therefore am speaking mostly from what I've learned via friends that do. My friend with a new Mustang can adjust maps at will, using only a $300 tuner thingy.

At that point (OBD II where you can set parameters) becomes a benefit more than a drawback, as the car will do diagnostics for you.

Not living in CA, I see the retroactive tightening of emissions standards as a great way to get cheap cars/parts elsewhere as people give up on them. :D If I was in CA, I'd be up in arms, though.

My dad spent a solid chunk of his life searching for cars built before 1965 so they were smog exempt. This was prior to the 25 year rolling exemption for classic cars.

The emissions requirements dont prohibit the pre OBDII cars, but they do force you to keep them in good repair emissions-wise.
