Just coming across this for the first time, but that creature is freakishly scary. If I were the dude in the parking lot, I'd probably have some eerie pictures going through my head as I kicked a 230 lb robot with catlike reflexes.
Honestly, imagine a herd of those things (with quieter power packs) cresting a hill in the distance and headed in your direction, bearing the flag of a foreign "peacekeeping" nation. That's what it's gonna be like to be the "other guys. "

Here is a bipedal that balances on its own. The support around it is in case it falls, but doesn't support it when it walks. Balancing is all handled by the robot. I have to say, it is definitely not as freaky as the 4 legged one.
It is being developed by a private company, Anybots (http://anybots.com/). The guy that started the company built his own Segway which I think is pretty cool. Smart guy.

I'm gonna go out on a limb here.. I think it'd be safe to say DARPA's budget is likely in the hundred billion dollar range...
