Should I wire wheel it off and POR15 it?

Are shock bodies pretty thick and robust?

Yes and Yes.

It's a common spot for rust depending on how well they clean the weld before painting.

Obvious answer is obvious.

It really doesn't look that bad at all. Probably take all of 30 minutes to fix if that
