Yes. He wants to end the Federal war on drugs which costs each taxpayer something insane like $1200 / year. He says it's a medical problem, not a criminal one. The "war on drugs" is a miserable failure, and gov't is the only institution wherein a department that fails gets more money instead of being dissolved.
