My bill was $317 for the last quarter, it's about $50 above average. Though, the female in my house does take long showers, I usually fill my hot tub once in that time, and I have a sprinkler system...
But he does not have lead in his water.

Anyone from Colorado (my second top place) wants to chime in and burst that bubble?
Don't let my rant dissuade you from considering Portland. You can avoid some of this stupidity by living in a nearby city. It is very pretty here with many outdoor activities and the summers are terrific, low temps and sunny skies. Lots of weird and interesting people, good food, wine, and microbrews. Intel, Nike, Adidas, Columbia, Tektronix all have a major presence here or in the nearby cities of Beaverton and Hillsboro. Decent soccer (sometimes), great stadium for the MLS club (Timbers), Basketball (Trailblazers) and of course the legalized weed. They are estimating that 111 people/day are now moving here. Readily obtainable vitamin D , did I mention the 42 days in a row of no sunshine last winter? If you are from this area, the grey days are not an issue. Hard to gauge each person's response. We had several people where I work originally from Sacramento and San Diego, leave after 1 winter. Just think of living here has its costs as in any city.

Neither do I. In fact, we offered to send our clean water up to flint and well, you saw how that turned out.

Southern California isn't having a drought. It's a desert. L.A. got about 9 inches last year, about 9 the year before, 6, 6, 9, 20, 16, and 9. It looks like it is tracking about 9 much of the time. Expecting 20 and getting 9 every year doesn't mean you are in a drought. It means you have false expectations. Expecting c-cup ***** every time you remove an a-cup bra from a chick doesn't mean she's supposed to have c-cup *****. It means you are barking up the wrong tree. Removing the bra more times doesn't really improve the likelihood of it being a pair of c's.

I did, It could have easily been me though. Or any number of us in old cities.

And to think, people in Detroit and surrounding cities protest the fact that they have a water bill. These people say that fresh, clean, pressurized, potable water should be free and is a human right.

Can verify, I live in SJ with my fiancee and a female roommate and my water bill is ~$80/mo. We used 75gal/day avg. on the last cycle.

We currently pay $4.216/ hundred cubic feet of water. Seventh highest rate in the US. $84/month for trash which includes a fee because I live in a hilly area. Most of Portland has hilly areas, too hilly in fact to move any snow that may fall which leads to a thrilling afternoon of watching people crash their AWD suvs on the sheet of ice that forms after a few failed attempts.

Then our city leaders decided trash pick up should be every other week for the same rate. Recycling is every week. We have to freeze anything that will reek after a few days until the night before trash pickup. I pity anyone with a can full of diapers festering for two weeks who has these cans in their garage. Did I mention that trash cans must be moved out of site from the street or you get a nasty warning letter as you are not doing your part to make your neighborhood beautiful. This is CC &R that the city allowed our HOA to put in place.

Our water rates are so high, not because of a water shortage, (it rains all the time here) but because the city has deferred any upgrades to the water and sewer system. Due to its antiquated nature, the costs to repair this system to code is very high. The city is currently being sued by the Feds because they have not covered the water storage systems that any animal can fall into. We recently had a boil alert because someone was recorded urinating into the storage system. Of course the city will just raise the rates to cover the cost of the lawsuit

Same for the roads which have made me have to bend my miata exhaust after hitting a mountain of asphalt pushed up by the city buses. To raise $ they are now contemplating a GPS tracker for all vehicles to charge us on a per mile basis, along with a special gas tax. Those damn hybrids just don't use enough gas. Did I mention that my property tax ( I have a 8000 sq foot lot) is going to be $10,000 this year?

Portland has a few weird taxes too. For the past few years anyone 18 or older who makes >$1000 and lives in Portland had to pay a $37/year Arts Tax which was marketed as a mechanism for putting arts and music into public schools. We later found out that for at least one of these years, the administrative costs somehow used up a good deal of the money. Then we found out that this tax was being used to support commercial ventures such as the ballet and opera companies which was never disclosed. Don't mind supporting the arts, but I hate the lack of transparency.
All ******* true. The trash is the biggest pain in the ***. I am putting in water tanks to collect rain water for my garden. The arts nonsense. Then the ******* road tax that got voted in because are roads are trash. They spent the money for roads on some other BS and came back for more with a gas tax. STILL BETTER THAN CALIFORNIA. I was so happy to get away from that nonsense. Sure the weather is nice but the cost of living is ridiculous and there are a billion people there fighting for the same gallon of water to keep their dumb *** yards green.

I remember the guy pissing in the water. THEY DRAINED THE WHOLE GOD DAMN RESERVOIR over one guy pissing in it. We are talking a stupid amount of water. That guy could have taken a **** in it every day and it still would only have like .0000001% ****. Still... I love Portland.
