NAPA "coated" rotors

I am replacing the brake rotors on my truck and one of the ones that napa gave me is entirely coated with some "polymer"

Does anyone have any experience with this? Having a coating on the rotor where it contacts the pads does not seem like a good idea to me. I have no doubt it will come of the rotor very quickly, but will it hurt the pads at all?

I dont understand why they would do this.... it SHOULDNT hurt the pads... but i imagine When they heat up, there will be a glaze of that polymer crap on the pad until it burns off. I've never seen polymer coated rotors... just those Greasy wax coatings they apply to hold off oxidization.
