Anyone ever deal with this site, seams like its has alot of good info, is it worth forking out 25 bucks?

I got tagged for 90 in a 70 on California's I-5.

yeah, in CA you can do your first "trial" round by letter. you just find ANY place where they may have made a slight error or prove that you were not driving unsafely even in the slightest and they will have to throw out the charges.
