I can practically hear Jamie Hyneman's voice saying "Well there's your problem."
Over ten degrees off. No wonder the engine feels like ****, idles at 60 kPa, and is getting 17 MPG.
I also re-tested the compression with a decent quality gauge this time. The numbers were nice and even- between 140 and 155 all around, right near the bottom end of the spec.

This is a common failure mode.
The pulley is not one solid piece of metal. It's two pieces, an inner and an outer, bonded together with a rubber ring.
As the rubber ages and hardens, it becomes possible for the two halves of the pulley to slip out of alignment. The inner part is still properly aligned with the crank (a woodruff key and pin ensure this), but the outer part is not aligned with the inner part.
This also means that all of the careful work I did optimizing the ignition map is completely for ****.

The crank is aligned so that the pulley notch is at the "T" mark on the cover.
The black mark on the pulley indicates where TDC actually is.
Twenty-three degrees. That's how far that little ****** was off.
So, yeah. Miatafolk ought to check their pulleys. Cheap dial indicators and cheap magnetic bases are not expensive.
