Justice... finally. I just got off the phone with a Paypal agent, and they decided in my favor. I don't think they sent a ninja assassin after him like he deserves, but at least I got my money back.

Just read this whole thing - I'm glad it worked out in your favor vehicular. I had a similar situation with PayPal years ago, they ruled in my favor but were unfortunately 'unable to recover funds' from the offender's account. Nice to see that wasn't the case here.
