Messed with it some more and found that i could get it to idle at 12:1 with the engine fans turned on, but soon as the fans turned off it would go back to a bouncing idle.

Changed my req fuel to 6.0 up from 5.3 and now i can idle the car closer to 14.0:1. It's glorious. I'll update after i run it this way for a while.
