Default Base Timing (please confirm my ignorance)

Hey guys,
setting up the base timing on my 2000/MS3X install, but I'm reading conflicting explanations/images about what base timing should look like:

When using a "dumb" timing light (no built in adjustment), fixed advance of 10-degrees in Tunerstudio, after final adjustment of the Ignition Offset Angle(deg), should the two marks on the pulley:
Line up with 10/T,
or
Line up with 20/10

Here's my dumb image showing both examples:

Thanks Brain, that's what I set mine to, but it took an offset setting of 0.0 to achieve it.

I read here somewhere that has to do with using falling-edge needing more adjustment, vs rising-edge for input capture (I'm on falling).
