PROBLEM SOLVED! I think. The VVT actuator and cam gear seemed to be installed improperly. The alignment dowel was in the wrong hole, forcing the cam to be too advanced. I am reassembling now and will let you all know if it starts.

Damn that shop that reassembled the head.

I hope that solves it - on my friends, it had ended up machining itself causing him to buy a new pulley assembly.

Car finally runs. Thanks for the help everyone. No problems with the VVT as of yet. Hopefully no damage was done.
