MS2Extra base files for 1999 NA or turbo

I could use a base map to get the car up and running. Running a Microsqirt V3 with RC 550cc injectors, T3/T4 turbo with about 9 psi.

I got it all dialed in, 235 RWHP with a nice flat AFR.
