MS3 & JimStim - Power Issue in Assembly

MS3 & JimStim - Power Issue in Assembly
So I was hoping I wouldn't have to start a thread here asking questions this early on, but I'm stumped . I have my JimStim assembled, tested, and working. I have my DIY V3.0 MS board populated minus the IC's because I am having a weird power issue.
If I hook my power supply directly to the MS voltage regulator everything pins out great. However when I connect the JimStim and try to power the MS board through the Stim, I get a short or something. It isn't simply zero impedance from power to ground, but my power supply limits the current and the Stim's LED doesn't turn on (indicative of a short).
All my polarized parts are installed correctly, and my soldering is nice and tidy. So I prodded around and the only suspicious thing I can find is that there is only about a 4.6k impedance between the JimStim voltage regulator's output, 3.3V, and ground. Bad reg? I have been troubleshooting this all day, and have had zero success. Ideas? Help me diagnose and I'll buy you a beer!
