No, this is clearly a problem with the way the signal is filtered. Not with the way it is transmitted. Getting it through CAN vs the analog input wouldn't change anything.

I have a client's car doing the same thing, only the duration of the flat spots is much more random and less duration, maybe a max of 2 sec.
@Rrrracer I did try perf=1, The flat/dead spots were smaller, but still present. Even when you could see obvious changes to the pulse width the AFR would remain flat, albeit not as long as it was with perf=0.
