Lightbulb Trubokitty Jimstim Connecting ECU questions

My computer is not recognizing megasquirt or connecting when I plug it in via usb cable. I have a MS3/MS3X that I assembled using Trubokitty instructions for a 99'. I'm using a power supply/jimstim that I bought from diyautotune and when I plug in the jimstim to the megasquirt, the voltage regulator is seeing 5v to g just fine, but then 10.2v to g on the other leg. I thought it was supposed to read 12v. So I took off my jimstim, disconnected it from megasquirt and measured the voltage in the jimstim and it was reading 10.9v. So I'm seeing a 0.7v difference between the jimstim and the voltage regulator on the MS3 v3.0 board at U5.

Voltage check:
left leg of U5 gets 10.2v (which is 0.7v lower than my jimstim voltage)
left leg (banded) of D9 gets 10.2v (which is 0.7v lower than my jimstim voltage)
two +5v proto holes read 5v
right (non-banded) end of D9 reads 5v
right leg of U5 see's 5v
left (banded) end of D19 reads 5v
pins 1, 20, and 31 all read 5v

Do you think it's something wrong the the computer as to why it's not connecting? This thing was connecting last year when I tested it last.

Backstory: I soldered and successfully installed firmware on this last year, but with a busy work year, I couldn't get around to installing it on my miata. I just recently tried to turn it on, in the miata, and noticed it wouldn't connect. So, I attached it to my Jimstim, and it still wouldn't connect to my computer. So, I tried re-installing the ftdi driver (since I'm using usb connection) and have the baud at 115000 and the port is showing USB (COM1) but when I run the port test, or try to go online with tuner studio, it will not detect or connect with my megasquirt. I'm seeing 10.2v at the megasquirt voltage regulator using a jimstim (jimstim voltage is 10.9). When I plug in the megasquirt using the usb the port shows that there is something plugged in under device manager in Windows 10, but for some reason I cannot get megasquirt to connect to the computer. On U5 (voltage regulator) there is no short. I test the voltage regulator for continuity and there is no short present.
