The car is a 5 speed with cold a/c. Currently sitting on some 18's. Has 195,xxx miles on it. Everything is OEM except for the intake. I do have the factory intake as well.

I've noticed the prices on '99s coming down somewhat lately. You never used to be able to find them under $5k in any condition... seen several laterly in the $3k-$4k range.
Yep, I noticed the same trend last year before I bought my NB. The lowest I found a 99 for was $4k and that was with 90-120k miles. Otherwise a decent condition one was in the 5500-7000 range.

If I bought this, I could swap my suspension, rollbar/doorbars, and wheels over. I guess I could remove my frame rail reinforcements and swap them over too.
Of my parts pile, the 1.8 open rear end, 1.6 ACT clutch, the turbo kit, and MSII would have to be sold off. The LC1 and 460cc injectors could be kept.
Then I'd need to repurchase an appropriate 1.8 clutch, turbo/Rotrex kit, and a DIYPNP.

Do you have a 1.6 or 1.8 now? I swapped the 1.8 S3 kit off my NA onto my '99 with only a minor modification to the downpipe.
