Well, I took the belt off, and the noise is Gone!
But, I want to leave it off.
Does anyone else have their belt off but not depower the rack?

I've done it. Steering sucks *** that way. Put some WD40 on the belt. Obviously not the best thing to do but it fixes belt squeels and if you don't use too much it won't slip but the first couple seconds.

Try spinning the a/c and ps pulleys to see if you can determine which is causing the noise.
