I believe it has to do with the number of aero parts attached. GTA limits how many you can have in certain classes. You can have a spoiler, or a wing, but not both. At least that's my understanding of the rule set.

Ryan competes in Limited, not Unlimited. He is not allowed a few of those items on your list.

Ryan's trunk extension was a long spoiler, with a gurney. He also has the GT1000 wing. That's two rear aero devices. The "duckbill" wording is confusing, but they're trying to allow 'non-functional' bolt on aesthetic pieces to be augmented with additional functional wings. Ryan's trunk quacked like a duck though.

The longtail side pieces and the rear zigzag spats are essentially both in the un-regulated grey area. If protested, the rear bumper extensions could be called vertical diffusers, and are legal in Limited as Street's 5" from the body rule goes away in Limited's diffuser wording. The fender extensions don't cover exposed tire, so they're protest bait too.
"11. Aftermarket fenders and fender flares may be installed. Rear OE fenders may only be modified to allow tire clearance. On vehicles with bolt on rear fenders the entire fender may be replaced with an aftermarket fender."

No need to guess too much, it wasn't a question of allowance, it's about the wording.
The bold words imply that you may retain your OE duck bill if your car had one, and thus making any duck bill that is not OE questionable.
That was the ground for the protest and it was held.

For reference, like I mentioned in another post, the protest also involved Ulrik's eBay ducktail:



The UMS guys had to remove it because some clown thought it would be an unfair aero advantage paired with his ancient eBay 3D spoiler.

Ulrik's spoiler fell into the same description as Ryan's, a non-OEM duck bill.

We're using our experience and data gathered from COTA to guide the development plans this year, with the primary focus being a return to COTA in 2020 with significant updates. Astonishing how much drag plays a role at this track, we're hitting a major wall on the straights. In some ways, the ideal COTA setup and even overall car approach is massively different than other tracks we frequent more often. It's a new challenge that puts us outside of our comfort zone. I'm quite excited.
