Haven't read the whole thread, but here are some thoughts
* Check out a teensy 3.2... much better in every way than an arduino.
* For the programming part of it... using a timer to make readings at scheduled intervals (i.e. 1hz, 5hz, 10hz, whatever) would give you smoother and easier to process data (the Metro library is good for this), as opposed to just reading as fast as the processor can handle.
* Definitely need an amplifier for your load cell
* Old/discarded treadmills are a good source for variable-speed motors of decent power, but maybe not in the range you're looking for (no idea the HP rating). McMaster carr?

Digging this up because I'm in the middle of a build (no I don't have good pictures yet)
Ebayed a 3hp 3 phase 1750 motor and a 10:1 worm gear reducer that will take all of the torque it'll put out. At full speed, it should be able to peak at a bit over 18 inches per second, and should be able to generate at least 1000lb of force. Might be best to set it up to be able to vary the stroke though; 1.5" stroke it works out to 13.75 inches per second and about 1400 pounds, 2.5" stroke it's about 23 inches per second and 850 pounds. There's lots of other combinations that would work, btw, that's just what I ebayed - about $2-300 in the gearbox and motor including shipping.
Have a 2k pound load cell to go on it and a 3" stroke potentiometer, and have a DAQ computer built around an ebayed surplus LabView card... just need to build the frame and scotch yoke, plus get a VFD.

We send our shocks their for dynos when we need 3rd party verification or its some oddball damper. $25 each
They'll supply whatever reports you like. Printed plots as .jpg or Roehrig cvp, pvp files, whatever.
oehrig viewer software is free if you know where to look (ninja google).

Yeah; if they were very local I'd be less tempted to DIY my own dyno, but for better or worse I'm looking at trying to design/mill various piston designs and make struts for applications without any suitable aftermarket options... which is all probably crazy, but oh well.
Plus I need a good project to get back in practice at making test rigs from scratch.
