I swapped in a new steering rack and I'm trying to replace the torn boots but there is a little ring of metal and rubber around the bottom I can't pry off. Is it meant to come off? It seems like the place where the new boot v would seal.

Suggestions? I'm thinking of using a cutting wheel or maybe a torch.
