~$200 laptop
That's all I need, a laptop to tune with MS. Nothing fancy. I have around $200

Make sure it has a good battery, because replacements can be pricey, and I don't think I'd trust the cheapo knockoff ones on eBay. Cigarette lighter inverters come in handy too.

Get IBM Thinkpad T21, T22 or T23 (pretty much the same thing) from Ebay.
These are light, quick enough and in your price range. They also have a real serial port.
Also, lots of spare parts for those available on Ebay, cheap batteries, etc. The service manual is found on the internet too.
I was told about these at the AEM EMS board - whoever gets one never complains about serial port compatibility connection problems to ECUs or widebands.
I've bought 3 of those already. One for me, and two I gave away to friends. All 3 still work great ...

you know these days you can get a nice laptop for $500 brand new if you catch a good sale. Just got myself an acer with a turion 64 X2 1.9ghz, 2gb ram, DVD-RW, and 160gb HD for that. Vista sucks, but SP1 RC speeds it up a lot.
