Default Check engine light weirdness

My car is a European version, and it's a 1998 model NB.

Has the same ECU as the US models, ECU wiring is identical, but it's not OBDII.

Here is the weird part. I do not have a check engine light on the instrument cluster.
I took the cluster out, removed all the bulbs and checked every indicator with a flashlight. Nope. No CEL.

From what I remember, all NBs have CELs, right?

What about NAs?

Any ideas?

Only the US cars have a CEL before 01. For example, greek NB1s don't have a CEL as well, neither do they have OBD-II.
