well ****. Looks like ive got a bad pcm then. Ive got 12 volts in the middle. Right lower 5v. Right upper 0.5. Left side ones are zero.

I did that before posting. Unplug and the wire goes to 0v. Checked at pcm pin unplugged and I have voltage at the pcm. It's a bummer, but at least I can get rid of this Cali pcm.
Put in a bp4w computer in. Got rid of the bp5x. EGR code gone, voltages seem to be where they should. p0420 code came on, have a 02 spacer installed,. might just be a bad 02 sensor. But it fixed the EGR code!
