Ok, tell us two things:
1: Was the part in question originally designed for use on an engine of any kind?
2: Was it a turbine (jet) engine?
If 1=yes and 2=no, it's a venturi-effect device of some kind, presumably placed at the inlet to the compressor. Not sure if the angled tubes faced towards the compressor (generating suction as air passes by) or towards the air filter (generating positive pressure.)
If 2=yes, was it part of the combustor?
If 1=no, I still vote for a needlessly complex crackpipe.

I think Hustler may have it. I was thinking, before Keith came in, it was some type of testing device to balance or spin the compressor wheel. Air blows in the end then blows upward into the wheel. The big open tube crossing the inlet pipe had me confused though.
