Problem solved! My air filter was too restrictive. I had made a temporary filter out of some DIY filter foam from Advance Auto Parts that was apparently way to restrictive. When I put my new K&N filter on and took the car for a drive, the car revs all the way to red line. Now all I have left to do is tune.

 

Wow that's ridiculous. Would like to see a picture of this air filter stuff.
