Rate my setup you surly bastards
So after hours of hard research (skimming the stickys and watching some youtube videos) I've come up with a setup for my 1.8 swapped '90. Feel free to take a massive **** on it and rip me a new one.

XTD Stage 3 eBay special Clutch kit (spicy, I know)
Flowforce EV14 550cc injectors
ISR 50 trim T3 w/.63 A/R housing
Inconel Studs
Ebay log manifold
eBay intercooler kit

If the car's a piece of ****, you've got a shitty setup to go with it. It'll still make boost, be semi reliable, and you'll be very happy.
If you've got a decent Miata, I'd suggest spending a few extra hundred dollars for a name brand clutch, ms3, and a better turbo. Plenty of the members here have ebay intercoolers.
If you're referring to the cast log manifold, you should be ok, although you'll need a downpipe flange and a custom downpipe. If you're referring to a welded ebay log manifold, it'll crack within weeks and you'll still need a custom down pipe.

My target is around 180whp for this car, at this power level, what specific issues would I face going with MS2 vs MS3? ie, would having a 12x12 ignition table on the MS2 be a dealbreaker compared to the 16x16 in the MS3?
Any suggestion for a T3 that'll spool fast and make 180 to the wheels?
And yeah i'm talking about the cast log mani

Let's say you increase your budget to just over $3k, which is only 25% more, you'd be able to get the following:
MSPNP2 $799
AEM UEGO wideband $169
supermiata organic $339
Flowforce EV14 550cc injectors $299
SR20 T25 with gpop rebuild $300
Inconel Studs $129
Kraken manifold and dp $830
eBay intercooler kit $160
Then you have a genuine garrett turbo, name brand and trusted clutch, a decent manifold with downpipe included, and you can still save some money scrapping together an intercooler kit.
If you want more drivability, you'll want a MS3 for $300 more. If you want a little more grab from your clutch you can either go with the ACT ACL-ZM2-XTSS for a heavy pedal or SM's sprung puck clutch for more grabbiness. If you don't want to rebuild your turbo, you can go with a genuine new garrett with a little more head room like a 2560r for ~$900 more.
As you can see your budget was close, but you're risking a lot. Just keep in mind a decent downpipe for the ebay manifold that looks like the Kraken downpipes is in the $400-500 range, or you can use FM's for $550.

Here is the list of parts I am using, from my build thread. Im taking risks with some of them, as I know they aren't all 100% plug and play, or there isn't strong documentation for compatibility. It might give you some ideas though. Reader beware, im still installing my clutch, thus i can't really speak to any of these parts. Check back in with me in a couple months and i can give better feedback.

Inconel studs seem like an unnecessary expense for a pretty basic setup. I know they're needed at some point, but my stock studs have never given me an issue. Unless you're planning some significant track time (in which case you have bigger issues to address anyway) then I'd use that money elsewhere.
