Last one I bought off of ebay wouldn't go any lower than 15 psi.

You can get the NXS for the same price. It works great. And their service is unbeatable. I lost the guts to it by my own mistake. I emailed to buy some. They just sent them to me free of charge and shipping. So I decided to just buy another one to go with it to be fair. Now both cars have one.

I had one of those... they were branded as Voodoo MBC. It was probably the single-best turbo purchase I made. It was perfectly adjustable from the start and worked exactly as advertised.
There are about 100 different MBC's out there of various shapes and designs. I did an absurd amount of homework, and I never found a single piece of concrete evidence of somebody saying-then-proving that a $100 Hallman works better than any el-cheapo $15 ball&spring ebay unit.
Install it, crank it down about halfway and go for a drive. Take it easy in 1st/2nd, cause if it's too high you may hurt something. Do a moderate pull in 4th and lift if you're seeing too much boost... pop hood, loosen a turn or two and repeat. You should be able to have the thing giving you the exact boost you want in about 10 minutes if you've got a road you can pull over on repeatedly.
Each time I would adjust the ****, I'd tap the body with the wrench to make sure the spring was at ease. Piece of cake.

That's the one I have but I don't really like it. There's no way to mount it (I'm using a ziptie and I hate it every time I look at it), and you have to unplug the outlet line, and carefully place two wrenches to adjust it. If the wrench on the lock nut is too low it'll lock into the body and obviously not loosen the nut. Those are just my pet peeves about it though. Its only a pain when you're adjusting it and I don't do that much at all.
