Top mount air filter options?
I bought a generic mushroom filter to stick on the end of my T25 which is sitting atop an HKS manifold. It looked great, until I tried to close the hood, which resulted in FAIL. I need something that's a smaller diameter without having to resort to using plumbing. Bear in mind I'm keeping the a/c and power steering.
I'm looking at this:
RB-0900 - K&N Universal Air Filters, Universal Rubber Filter
which seems like it might be slightly smaller than what I've got now (I honestly haven't measured mine yet).

I think the trick solution is a 90 to behind the headlight, shield airbox and fresh air port drilled under the headlight (3" or so hole, or multiple smaller holes) with shielding under it in the fender to keep out the bad stuff. Here's the spot- just ahead of the rubber 90 outside of the airbag module.
But I've got real space issues. I thought running the IC pipe through the fender was a good idea to remove it from the heat, but of course that ate up space for the air filter and cold air box. Somebody post up the typical proper solution!

This is exactly what I am planning to do this weekend. Where you have the black 90 is where my IC has a cast 90 elbow pointing down so I need to rotate the black 90 in your pic UP. No issues with tire clearance at full lock, right?
My turbo is clocked up a bit more, and my turbo sits lower, so I am thinking about using almost a full 180* u bend going under the charge pipe and put the MAF and filter up by the master cylinder. I don't KNOW that everything will fit yet. I'll see this weekend. I am assuming that I have to keep the MAF on my 99.

Stein- search for TurboTim's routing. It requires removing the fender, but it is another approach to the same idea and has way more tire clearance. AND provide more adjustability of the IC pipe to make space for the MAP in the intake routing. Mine now clears the tire rub, but it took three tries. The pipe doesn't look like the one in the photo- it comes up right at the frame rail/fender seam and follows that for a bit forward and then drops down - and sits tight against frame rail and fender.
Pat you have the same issue I do - the IC pipe is blocking the "ideal" (IMO) air source - especially on the NB since the OE air port/feed is under the light. You might be able to work something out for a box over there, but it would definitely be some work - moving the ps reservoir and adjust the IC pipe... ugh.
It's been mentioned before, but I'm afraid that w/o a good air source/box, there is a lost opportunity for some free power.

Found it. https://www.miataturbo.net/forum/t15336/ I don't think it will work with my "downturned" IC. I really need to shoot the gap between the PS cooler lines. I like the idea, though. We'll see this weekend.

There isn't necessarily one best place - anywhere that has access to cooler air as opposed to the hot air around the motor and that is not in the path of dirt/debris... there are plenty of not the best places tho - like right behind the radiator...
