engine no start

engine no start
Backgroud - '96 Miata DIY turbo setup, no kit to speak of.
Bought the car not running.
Replaced fuel pump
Car still no start.
Have spark. Plugs and wires are correct.
MAF is plugged in.
Have fuel being delivered to the rail, unsure about injectors other than they are getting voltage and pulsing.
Cam sensor tested okay on high and low frequency. (this was months ago, not sure if I'm using the right lingo anymore)
Car will fire up on starting fluid but will not even hick-up without it... just cranks and cranks.
EMB was installed prior to my purchase but since been uninstalled.
Wondering if it messed up the ECU. ECU is bolted in securely. Battery is new.
Thoughts? Opinions? I want to finish this little monster so I can play in some SCCA this summer. Buying a house now, so I'll be able to work on it at my leisure.

I just wanted to chime in here and say, I'M AN ***.
The fuel lines were in fact on backwards up in the engine bay. Haynes doesn't show a pic of them, not a clear pic anyway.
Sorry for not taking your advice Pat/Todd. Once I swapped the lines, just out of curiosity, the car fired right up and quickly stalled because of about a billion vaccum leaks. Had a friend hold multiple lines shut/together, and bingo, we have idle.
