Everything I research tells me my timing belt is off, except its not (with pictures)

37 to 44 ft-lbs. for the bolts that attach the sprockets to the cam shaft.

ok car is running at 12* btdc and holding it. the only way the car will get in time is with the cam sensor upside down because when i use it right side up the harness isn't long enough for me to retard the timing far enough to set the timing with a light.
so timing belt is on correctly and the problem is unchanged. My next question is; if everything is on time mechanically would i cause any damage if i drive the car with the sensor like it is? i figure i can find a way to stop the sensor from moving.

FREDB you are such an amazing person. you got it! i swapped the cables and it started right up in the correct cas position. I've now swapped the signal wires on the coil pack and am using the 1.8 firing order. The funny thing is i had switched them before during the swap per the FM instructions but after install (with the sensor upside down) the car wouldn't start unless i switched them back. now with the sensor right side up its obvious why it wouldn't get in time correctly. thank you so much for your help!
