They have the power to levy fines, and if I don't pay they can have a lien put against the title.
I have an L shaped driveway going to a side facing garage. There are large bushes that hide the driveway where it turns to meet the garage, so usually if I work on a car, I do it there behind the bushes, where it's hidden from the street. Never worked out in the middle of the driveway until today.
