How low is your car? Unlikely you need springs, if anything it sounds like you are too low and the suspension is botteming out or your shocks are b0rked. The the boat anchor 17" wheels will only make matters worse.

What Bilstein coilovers are they? PSS9?

Take them out and send them to Loki.

Why not head on over to a website that sells the Bilstein coilovers and see if you can compare them and figure out what they are. Pretty hard for anyone to give you advice if we don't know what you have installed. Do you have a local Miata club? Maybe someone there can help you out.

http://www.good-win-racing.com/mazda/miata/20-1070.html

Is this what yours looks like?

It looks like the shock body is threaded, and there is a collar that threads onto the shock body. This makes up the lower spring mount. Turn the collar one way and the car goes down, the other way and it goes up. Once you get in there an have a close look it'll make sense. The only thing I'm unsure of is how the threaded collar locks. It could have two collars, or a set screw.

As for a special tool, don't know. Possibly a spanner wrench, my GC sleeves use this. I've never needed to it since once the weight if off the car the collar turns pretty easily.

Does that help?

Once you are in there it will be reall obvious. I've never seen this setup, so all I can do is guess. What I think you need to do is get under the car and have a good look, and if you still don't know what to do you might want to get someone local to you to have a look. Honestly, this isn't rocket science. You most likely loosen the bottom collar freeing up the top. Turning the top collar to the right should raise the car, turning to the left should lower it.

Good luck!
